(4) About Devon County Coucil

Devon County Council prepared an Executive Committe report concerning the Kingskerswell Bypass on the 11th December 2001. In section 3 of their report they stated:

"The study was designed to examine in detail the current and future transport conditions on the A380 corridor between Newton Abbot and Torbay, with the aim of investigating all available options for reducing the impact of vehicle travel on the impact area".

It appears that the views of the public are not taken into consideration! On Monday 20th May 2002, representatives of Devon County Council attended an open public "consultative" meeting held at Kingskerswell Parish Hall. The venue was packed and quite clearly there was overwhelming opposition to the plan being presented. The main concerns were the environmental impact of putting four lanes of dual carriageway so close (approx 20m at one point!) from the protected area of Kingskerswell which contains a wealth of listed buildings.

The trees on the horizon will be lost if the existing plans get approval.

At one point, Mr. Paul Ewings (DCC Engineering Design Group) was asked whether other options involving road improvements to the existing infrastructure could be investigated. This would include improvements to the existing A380 and widening of the St. Marychurch Road.

He conceded that such works could proceed without the need for planning approval, but stated Devon County Council were only looking at one scheme. That can hardly be called investigating all available options.

Why is it that DCC are signed up to one option that involves spending in excess of £47m on a new road whilst other effective measures which are far more cost effective are being ignored?
