What Teignbridge District Council had to say....
Extracts from the TDC Conservation Area Character Statement for Kingskerswell (published 2000).

"The historical layout of Kingskersell conservation area is one of its basic characteristics. This character should not be eroded further by backland or infill development, as gardens, meadows and orchards were integral to the historic plan. The proposed Kingskerswell Bypass must not be allowed to impinge on the character of the conservation area........"

Later in the same document item 7:6 states:
"VIEWS: Panoramic views into the conservation area from the north and west are a positive feature of Kingskerswell, as are those out of the village to the west. The mature trees to the south make a dramatic backdrop to this part of the conservation area.

The impact of developments such as the proposed bypass and new houses must be considered, even though their sites may be quite a distance from the conservation area....."

Houses in the conservation will be within 20 metres of the new bypass. That can hardly be considered "quite a distance". The hills to the west of the village will deflect noise, fumes and pollution over the entire village.
