| The Kingskerswell Alliance have challenged the validity of the decision made by Torbay Council to approve another planning application for the Kingskerswell bypass. A further application was submitted because the original Torbay planning permission for the bypass is due to expire in 2010, two years before Devon County Council's permission expires. Torbay granted permission for this further application back in April despite warnings from the Alliance that the application itself and the procedures followed to handle it were defective. The disputed application covers the junction for the proposed bypass onto the ring road at Kerswell Gardens. In a letter to Torbay Council's Chief Executive, the Kingskerswell Alliance has pointed out that out of date plans and documents were used and key elements of the proposed road were not shown on the plans, amongst other issues. Our complaint has been acknowledged but is still under investigation. Chairman of the Alliance Ken Pegden said "If the public had submitted a planning application like this to the Council it would probably have been dismissed out of hand, the procedures are there for everyone, including the council to follow" The Kingskerswell Alliance have received overwhelming support for their package of alternative solutions aimed at reducing the problems of congestion on the A380. Chairman Ken Pegden added "we have spoken to thousands of people now who've made it clear to us that they don't want such a costly and destructive scheme. We would like to once again to invite the authorities to talk to us about realistic alternatives which could be started earlier." The bid for funding for this controversial scheme which was due last Autumn has still not been submitted. |
